Each kiosk and cafe along Eastbournes seafront, (and any other food outlet owned by Eastbourne Borough Council EBC) should be run by a different person or company, so many people can have the opportunity to make a honest living. The competition between them would give customers choice, and better value. The number of outlets should be set by market demand, and not artificially set by a council officer.
The leases on the kiosks should kept to 3 years, and every year there should be some available.
All contracts between the council and the people running the kiosks and cafes should be public information.
The leases would be sold by public auction at Eastbourne Town Hall, and the terms of the leases made public on the council's website.
Background information
All but 3 of the food outlets along Eastbourne Seafront are run by 1 company.
The EBC Tourism protect this near monopoly claiming there are enough outlets selling food, ice cream, and drinks on Eastbourne seafront.
I asked for a copy of the contract EBC signed giving 1 company so much market share under the freedom of Information act, and after many months I was finally given a copy, but with all the important information crossed out.
